#3+1 on the maker being Montague. Looks like one of the higher end mortised rods. I haven't seen many of them with the hand welt nickel silver ferrules like this one has.

#5Yea, I think it's the machined welt ferrules instead of the low end rolled welt ferrules.

#7Yes, the higher end, hand welted ferrules typically indicate the rod is of higher end construction throughout. They typically would not put high end ferrules on a lower end rod, made of lower end cane and lower end hardware.
The use of sheet cork is not necessarily An indication of low quality, especially in the case of this rod style. This rod style has a large diameter mortising throughout the length of the grip, so there is not room to use cork rings.
