Last time I fished the Connetquot river on Long Island (more than 10 years ago), there was a felt sole ban, so I had to pick up a pair of (cheap) rubber-soled wading boots locally. Can't remember whether it was a fishery-specific, local, or state regulation though.

Six states so far plus YNP. However more states are considering banning felts because felts trap microscopic pests that can cause problems in other waters.
When I was working in a fly shop, early 2020, I was speaking to a salesman from a wader company who related his company is making fewer felt sole waders in anticipation of a wider ban.
Here in Arizona we have Zebra Mussels in some of our lakes, obviously those pests can travel and survive on boats and waders.

I just went back to wearing felt soles. What a difference. (I was using aluminum Rock Treads before.) Falling in a river can be very dangerous. As long as felt soles are legal in Montana I will keep wearing them.

I thought Yellowstone Park was going to lift the ban. I'm on my third season of wearing my Chotas with felts and studs screwed in. They are as good as new. And the stability they give you in the water is unsurpassed.

I believe either New Hampshire or Vermont had a ban at one time, but when it was discovered that Didymo is endemic to the area, not invasive, the ban was lifted.
