Quotes, etc. not working in posts

Lately when I try and put something someone else wrote in quotes, or put something in bold it doesn't work.

I get something like
TEXT
written out instead of
"TEXT" .

Why doesn't the html get converted? What am I doing wrong?

I think you need to be using the 'ezCodes' formatting and not HTML.

Duh, Plain Text formatting seems to be the default, although I used to not have to change my formatting choice.
