Winston rod, help please

Winston rod, help please

This is my friend's rod, he's not a member here so he asked me if I can "investigate" about this rod in his name. He's interested to know when the rod was made and the approximate value. Serial number on the rod is 2607

Early 1990s. 1800 +/- if in VG+/Ex- condition
