Heddon Governor built

I was just sent a Heddon & Sons Governor rod to restore or update, this rod is in really good shape. I am wanting to find out it what it was built? at this point I think I should just send it back untouched. though I do fish a 1938 Heddon I think this one is best left alone.

Looks remarkably like a Horrocks-Ibbotson Governor.

The remnants of the colored decal are 100% H-I. Jeff is 100% correct!
