That is made by Heddon. It has black wraps and tipping, it looks like new.

The Imperial is the L&C equivalent to the #17 Black Beauty, which is the middle grade of Heddon model- made as a production rod rather than by a single
craftsperson, but with the same amount of extra guides and the same higher-grade ferrules as the higher grade, singly crafted #20, #35, and #50.
The 9' length keeps the price down some, but the 9' Heddons get more demand than a lot of 9' cane rods. I'd say it's worth at least $200. A 2F 9' rod- the lightest 9' Heddon taper, a 5/6 weight- might be worth more like $300, if it's in really good shape with sock and tube. But from consulting Michael Sinclair's Heddon reference work, from the reproduced L&C catalog pages it appears as if the 9' Imperials were only made as 2 1/2F or 2 3/4F rods. The 2 1/2F and 2 3/4F rods might possibly fetch as much as $300, but probably $200 is more realistic. They're a harder sell in general, because a lot fewer people like cane for line weights over #6. But there are exceptions, as well as Heddon cultists looking to fill holes in their collections, and if you find someone who's actively looking for a 9' Heddon 2 1/2F or 2 3/4F rod, you have a good one to sell them. From what I've seen, many buyers seem to actively avoid the lower grade 9' heavy-taper Heddon rods- #14, #13, #10, #8. I suspect it has something to do with lack of confidence in the durability of the 2 1/2F, 2 3/4F, and 3F tapers when they're built with lighter grade ferrules and lower grade cane. But as I said above, the #17/Imperial model is considered to be a significant step up.

2 1/2f is the Heddon designation for a female ferrule that is 19/64 of an inch in diameter. The part that fits the male ferrule (which has an inside diameter
of 19/64 of an inch). Heddon used 64th of an inch as steps in their ferrule size.
